2006-07 NORTHERN CALIFORNIA

COLLEGIATE VOLLEYBALL LEAGUE CONSITUTION

I.          LEAGUE STRUCTURE

 

A.        League structure will depend on the number and geographical location of the teams who file for admission by the league scheduling meeting.

 

B.         The league will play a variation of double round robin, home and home or at agreed-upon sites if distance and time present such an arrangement.  The mini-tournament may substitute for the second home and home.

 

C.        The official opening date for league matches will be declared at the league meeting.

 

D.        The NCCVL Championships will be between the top 6 teams in each of the Men’s divisions and the top 8 teams in the women’s division. The championships format for the two MEN’S Divisions in the league will be a single elimination format to be played on a selected weekend or during an agreed upon time by the league members of each All times and sites must be approved by the League Commissioner.  The League Commissioner of each gender will coordinate the process of match sites, dates, times, officials, and other administrative duties.  Any conflicts will be resolved by the respective commissioner.

 

E.         The league championships are a function of the entire league and are to be run by the League Coaches Advisory Committee, involving team representatives (to be selected at the league annual meeting) and the respective league commissioners.

 

F.         In the event of a tie between two teams for a playoff berth, the tie shall be resolved in the following order:

 

            1.         Matches against each other

            2.         Games against each other

            3.         Points scored against each other

4.            Points scored for and against in all counted as league matches.

 

 

II.         COMMISSIONER’S DUTIES

 

A.        Has the right to decide on anything not specifically covered in the by-

laws.

 

B.         Shall oversee league standings and match results for team represen6tatives on a weekly basis once the regular league season begins. All results and standings will be online.

 

C.        Shall organize each gender division’s season ending playoffs and obtain and pay for the R1 and R2 officials for the respective divisional playoffs.

 

 

D.        Shall provide league awards purchased from league fees.

 

 

III.       COACHES ADVISORY COMMITTEE

 

The NCCVL shall select a minimum of four (4) coaches to advise each League Commissioner before, during, and after each competitive season.  This committee shall be comprised of two (2) members of Men’s Division I and two (2) members from Men’s Division II and four (4) members in the women’s league to advise on the following:

 

            A.        Rule Protests

            B.         Eligibility Protests

            C.        Officiating Requirements

            D.        All-Star Selections (if applicable)

E.            Assist in the conduct of the league championships

F.            Other assigned issues

 

IV.       OFFICIAL RULES

 

The Northern California Collegiate Volleyball League (NCCVL) shall adopt all rules as written in the Official USA Volleyball Rule Book or name facsimile unless otherwise stated.

 

 

A. All Non-Deciding games will be Rally Score to 25 points and 15 points in all deciding games.  Matches may be best of five (5) or best of three (3) games;

 

B. Teams will be limited to twelve (12) total substitutions per game.  These substitutions may be an unlimited number within the 12 per game.  A player in the starting line-up may leave and enter the game multiple times, but only in his or her previous position in the lineup that he or she first entered;

 

 

C.    The Libero Player will be used as outlined in the USAV Rules.  In addition, the libero will be allowed to serve in one position designated for the game.  The current USAV rule states that there must be a rally between two libero replacements. To allow the libero to serve, an exception will be made to this ruling. The libero is not required to sit out a rally between replacements when the next action the libero takes is to serve.

 

 

D.     Net Service Rule – the ball may touch the net while crossing it, Rule USAV Rules.

 

E.  All single league matches will be three out of five games, 25 point rally score format (all games will be played using the deuce rule; i.e., no cap; when the score is tied at 24-24 in non-deciding games or 13-13 in a deciding game, play is continued until a two point lead is achieved). Any Men’s Division II matches preceding a Men’s Division I match will be either best of three or five games, also rally score format or a mutually agreed upon arrangement that enables the D-I match to start on time.  The league cross-over (mini) tournaments will employ a best of three game match format, also rally score.

 

 

2. The winner of the coin toss shall have choice of serve only. The home team shall designate their home bench area prior to the entrance of the visitors.  This protocol will be standard for all single league matches.

 

 

F.         The recommended ball is the Molten Red/White/Blue V58L-3 Pro Touch volleyball for men and the Molten Red/White/Blue IV58L-3 Super Touch for the women. It sells for $35.00/ball and can be ordered at 1-800-477-1994 in Waco Texas . Be sure to indicate that you are connected with the NIRSA.

 

G.        The playing uniform rule will be given special attention as outlined in the official USAV rulebook.

 

H.         The official warm-up will begin 19 minutes prior to the match with the playing court set up 30 minutes before the first serve of the match:

 

            1.         The two team share the court with no hitting.

            2.         The first four (4) minutes will belong to the visiting team.

            3.         The second four (4) minutes will be the home team.

            4.         The third five (5) minutes will be for the visiting team.

5.         The fourth five (5) minutes will be for the home team.

6.         The last minute for teams to prepare for national anthem and

            final minute of instructions.      

7.        All matches must be conducted with the three-ball system, using a minimum of two individuals.

 

V.                 RESPONSIBILITY FOR COMPLETION OF LEAGUE SCHEDULE AND POST-SEASON Play

 

 

A.        The home team unable to keep their commitment for a scheduled match must (in order):

 

                        1.         Reschedule the match to the opponent’s satisfaction.

2.         Agree to play on a neutral court or the opponent’s court if no neutral court is available.

3.         The league commissioner must be contacted if #1 and #2 above are arranged.

4.         The home team will forfeit the match with no further penalty if the teams involved and the league commissioner agree that every effort was made to play the match.

 

B.         If the traveling team fails to show up or refuses to play a scheduled match, or if the home team fails in the responsibilities stated in II-A, the commissioner may invoke the following penalties:

 

1.      In the event of any delay of arrival, up to one hour, by the visiting team, the HOST team shall be notified by telephone of the expected arrival time and the match will begin 30 minutes from that time.  If no telephone call is made, the match will be started at the time originally scheduled.

 

 

2.         Forfeiture of the match and a $100.00 forfeit/appearance bond will be assessed to both varsity and junior varsity scheduled dates. Failure to pay this bond within 14 days of the forfeited match to the league office will immediately eliminate that team from the league for a 2-year period.

 

            3.         Ineligibility for post-season playoffs or tournaments.

 

4.         Probationary status the following year with the possibility of expulsion from the league for further infractions.

 

5.         The commissioner shall take action to bring a team before the league for disciplinary action when deemed necessary.

 

6.         In the event of two forfeits in any season, the violating team will be expelled from the league for the current season and may be eliminated from the league for a 2-year period. 

 

C.        Teams not intending to compete in league sponsored post-season play must make their intentions known to the league commissioner before the completion of the league schedule.  Any team dropping out of the league championships after qualifying and not previously stating their intention to do so, will be ineligible for the league playoffs the following year and possible entry into the league as well for two years.

 

 

 

VI.       ELIGIBILITY

 

A.        Participation in any NCCVL match, playoff or post-season tournament shall be limited to undergraduate students enrolled in a minimun of nine (9) units and/or graduate students enrolled in a minimum of six (6) units of the institution they represent:

           

           

1.         The Six-Year Rule began in the 1985 League season – no player can compete more than six (6) separate years in the NCCVL or a combination of club and NCAA/NAIA volleyball league competition.

2.           Women are not eligible to compete on a male team in the

     NCCVL or vice versa, men on a female team. 

 

B.         Any team using ineligible players shall forfeit all matches in which that player participated.

 

1.         The remaining matches will count for official standings, but the violating team will be ineligible for league playoffs or post-season tournaments.

 

2.         The violating team will be on probationary status the following year and will be subject to expulsion from the league upon further violation.

 

 

 

 

VII.      LEAGUE ADMISSION DEADLINES, FEES, RESPONSIBILITIES

 

 

A.        All previous members of the league must re-file for admission each year by the time the Annual League Schedule Meeting is held.

 

1.         A form will be available at the annual league meeting for the team representative to file for the current season. Each team is responsible for the following:

 

a.         It is up to each team to see that the league office knows who will be representing their team and where communication should be sent.

 

b.         The ability to meet league entrance fees and officiating responsibilities.

 

c.         The ability to schedule home matches to fulfill the league schedule.

 

d.         The name, address, telephone number and e-mail address of coach or team manager, team representative(s) to be chosen from among the players, but different from the coach or manager.  Also, each school’s Sport Club Director or facsimile name, address, phone numbers, fax numbers and e-mail address must be recorded with the league commissioner.  All of this information must be kept current should any changes occur.

 

B.         The league scheduling meeting shall be the third Sunday of October preceding the competitive season unless otherwise notified.  The site and time will be announced by the league commissioner.

 

                        1.   Each team must be represented at this meeting.

 

2.      Each team must have scheduling information to facilitate scheduling of all required home matches.

 

3.      League entry fees must be paid on or before December 1 or a late fee of $100.00 per team will be imposed.  Failure to pay by December 15 will eliminate that team from membership in the league for the current academic year.

 

 

 

 

C.                League Fees

 

1.         The entry fee for admission to the league will be $500.00 team not including forfeit/ appearance/disciplinary bond which will be assessed as needed.

 

a.     This fee covers administrative costs of the commissioner(s) per team, League Web site, supplies, typing, mailing,

 

b.     Telephone costs, league and tournament awards, and end of

                                          year league playoff officials.

 

c.  Any additional expenses, which the league may wish to cover,

     will be levied only with the approval of league council members.

 

 

2.                  Responsibilities for scheduling and payment of officials belong to each team. The fees listed below are for best of five game matches except for the mini-tournaments:

 

a.     Cost for all Division I R1 and R2 officials/match will be $85 and $80;

 

b.     Cost for the Division II R1 will be $85.00 with teams getting volunteers or self assigned, qualified R2’s at agreed upon fees;

 

c.     The Mini-Tournaments that are held for each division during the regular season will cost $35.00 for each R1 and R2 officials per match (D-II only requires an R1 for their Mini-Tournament).  Each participating team in these mini-tournaments will pay their equal share;

 

D.        Enforcement of fulfilling Team League Obligations:

 

1.      Require all teams to file with the commissioner the following documents to substantiate each player’s student status:

 

a.     PLAYER CERTIFICATION FORM – due February 16, 2007 (Hard Copy mailed to the league office)

b.     TEAM ROSTER FORM – due online by  February 16, 2007

 

2.      Require all teams to post their competitive results on line from preceding weekends play by Noon of the following Monday, or no later than 24 hours if played on a non-weekend day (M-R)

 

3.      Failure to comply with stated deadlines will result in a $50.00 fine for each day’s delay.

 

 

 

            E.         Team Responsibilities:

 

1.         Each team representative must see to it that the proper forms and fees are sent in by the stated deadlines.

 

                        2.         Each team must be represented at league meetings.

 

3.         Both teams are responsible for posting on line their match results and updating all information on line as well.

 

4.         Match obligations for the home team (grounds for forfeiture) are as follows:

 

a.                 Two referees, one rated minimum rating (regional USVBA or

PAVO) for D-I and one (1) R1 official for D-II men and women with one (1) volunteer R2.

b.         Three approved volleyballs.

c.         One (1) scorer, one (1) Libero tracker, one (1) score board operator and two (2) line judges.

d.         Visible scoreboard.

e.                 Score-sheets and line-up cards.

f.                    Ball Shaggers – a minimum of two (2).

 

 

5.         A cumulative schedule will be compiled by the league office and made available online to each team via the web page for further confirmation.

 

6.         Changes in and additions to the schedule should be kept to a minimum.  Notification of changes must be phoned immediately and then e-mailed to the league commissioner.

 

7.         Each team should encourage individuals interested in being NCCVL officials to get their certification from USA Volleyball.

 

8.                  There may be a league meeting in conjunction with the league championship match and each team is invited to have a representative at this meeting.  Notification will be sent if warranted.
